Switzerland’s Proposal to Pay People for Being Alive

This fall, a truck dumped eight million coins outside the Parliament building in Bern, one for every Swiss citizen. It was a publicity stunt for advocates of an audacious social policy that just might become reality in the tiny, rich country. Along with the coins, activists delivered 125,000 signatures — enough to trigger a Swiss public referendum, this time on providing a monthly income to every citizen, no strings attached. Every month, every Swiss person would receive a check from the government, no matter how rich or poor, how hardworking or lazy, how old or young. Poverty would disappear. Economists, needless to say, are sharply divided on what would reappear in its place — and whether such a basic-income scheme might have some appeal for other, less socialist countries too.

The proposal is, in part, the brainchild of a German-born artist named Enno Schmidt, a leader in the basic-income movement. He knows it sounds a bit crazy. He thought the same when someone first described the policy to him, too. “I tell people not to think about it for others, but think about it for themselves,” Schmidt told me. “What would you do if you had that income? What if you were taking care of a child or an elderly person?” Schmidt said that the basic income would provide some dignity and security to the poor, especially Europe’s underemployed and unemployed. It would also, he said, help unleash creativity and entrepreneurialism: Switzerland’s workers would feel empowered to work the way they wanted to, rather than the way they had to just to get by. He even went so far as to compare it to a civil rights movement, like women’s suffrage or ending slavery.
When we spoke, Schmidt repeatedly described the policy as “stimmig.” Like many German words, it has no English equivalent, but it means something like “coherent and harmonious,” with a dash of “beauty” thrown in. It is an idea whose time has come, he was saying. And basic-income schemes are having something of a moment, even if they are hardly new. (Thomas Paine was an advocate.) But their renewed popularity says something troubling about the state of rich-world economies.
Go to a cocktail party in Berlin, and there is always someone spouting off about the benefits of a basic income, just as you might hear someone talking up Robin Hood taxes in New York or single-payer health care in Washington. And it’s not only in vogue in wealthy Switzerland. Beleaguered and debt-wracked Cyprus is weighing the implementation of basic incomes, too. They even are whispered about in the United States, where certain wonks on the libertarian right and liberal left have come to a strange convergence around the idea — some prefer an unconditional “basic” income that would go out to everyone, no strings attached; others a means-tested “minimum” income to supplement the earnings of the poor up to a given level.
The case from the right is one of expediency and efficacy. Let’s say that Congress decided to provide a basic income through the tax code or by expanding the Social Security program. Such a system might work better and be fairer than the current patchwork of programs, including welfare, food stamps and housing vouchers. A single father with two jobs and two children would no longer have to worry about the hassle of visiting a bunch of offices to receive benefits. And giving him a single lump sum might help him use his federal dollars better. Housing vouchers have to be spent on housing, food stamps on food. Those dollars would be more valuable — both to the recipient and the economy at large — if they were fungible.
Even better, conservatives think, such a program could significantly reduce the size of our federal bureaucracy. It could take the place of welfare, food stamps, housing vouchers and hundreds of other programs, all at once: Hello, basic income; goodbye, H.U.D. Charles Murray of the conservative American Enterprise Institute has proposed a minimum income for just that reason — feed the poor, and starve the beast. “Give the money to the people,” Murray wrote in his book “In Our Hands: A Plan to Replace the Welfare State.” He suggested guaranteeing $10,000 a year to anyone meeting the following conditions: be American, be over 21, stay out of jail and — as he once quipped — “have a pulse.”

The left is more concerned with the power of a minimum or basic income as an anti-poverty and pro-mobility tool. There happens to be some hard evidence to bolster the policy’s case. In the mid-1970s, the tiny Canadian town of Dauphin ( the “garden capital of Manitoba” ) acted as guinea pig for a grand experiment in social policy called “Mincome.” For a short period of time, all the residents of the town received a guaranteed minimum income. About 1,000 poor families got monthly checks to supplement their earnings.


Evelyn Forget, a health economist at the University of Manitoba, has done some of the best research on the results. Some of her findings were obvious: Poverty disappeared. But others were more surprising: High-school completion rates went up; hospitalization rates went down. “If you have a social program like this, community values themselves start to change,” Forget said.
There are strong arguments against minimum or basic incomes, too. Cost is one. Creating a massive disincentive to work is another. But some experts said the effect might be smaller than you would think. A basic income might be enough to live on, but not enough to live very well on. Such a program would be designed to end poverty without creating a nation of layabouts. The Mincome experiment offers some backup for that argument, too.“For a lot of economists, the issue was that you would disincentivize work,” said Wayne Simpson, a Canadian economist who has studied Mincome. “The evidence showed that it was not nearly as bad as some of the literature had suggested.”
There’s a deeper, scarier reason that arguments for guaranteed incomes have resurfaced of late. Wages are stagnant, unemployment is high and tens of millions of families are struggling in Europe and here at home. Despite record corporate earnings and skyrocketing fortunes for the college-educated and already well-off, the job market is simply not rewarding many fully employed workers with a decent way of life. Millions of households have had no real increase in earnings since the late 1980s. Consider the current debate over fast-food workers’ wages.
The advocacy group Low Pay Is Not OK posted a phone call, recorded by a 10-year McDonald’s veteran, Nancy Salgado, when she contacted the company’s “McResource” help line. The operator told Salgado that she could qualify for food stamps and home heating assistance, while also suggesting some area food banks — impressively, she knew to recommend these services without even asking about Salgado’s wage ($8.25 an hour), though she was aware Salgado worked full time. The company earned $5.5 billion in net profits last year, and appears to take for granted that many of its employees will be on the dole.
Absurd as a minimum income might seem to bootstrapping Americans, one already exists in a way — McDonald’s knows it. If our economy is no longer able to improve the lives of the working poor and low-income families, why not tweak our policies to do what we’re already doing, but better — more harmoniously? It’s hardly uplifting news, but minimum incomes just might be stimmig for the United States too.

India launches explorer to Mars


India launches explorer to MarsCHENNAI: India aiming to join an elite group of space explorers launched a mission to Mars on Tuesday here.
The country's space research organization (ISRO) is due to fire an orbiter to the Red Planet on Tuesday -- only NASA, the former Soviet Union and the Europeans have previously been successful in operating probes from Mars.
Japan made an attempt with the Nozomi orbiter in 1998 but it failed to reach the planet and a Chinese probe was lost along with the Russian Phobos-Grunt mission in January 2012. The UK's Beagle 2 probe separated from the European Space Agency's Mars Express orbiter in 2003 but nothing was ever heard from the lander.
It will take 10 months for India's Mars Orbiter Mission to reach the Red Planet after lifting off from the Satish Dhawan Space Centre near Chennai. The probe will explore the planet's surface features, minerals and atmosphere.
Scientists work on a Mars orbiter at the Indian Space Research Organisation's (ISRO) satellite center in Bangalore. ISRO is hoping to discover more about the loss of water from Mars, map the sources of methane gas, as well as collecting data about the two moons Phobos and Deimos.
But ISRO chairman K Radhakrishnan told that one of the biggest technological challenges was just getting there. Many missions have failed to reach the planet while others have crashed on the surface or contact has been lost before the probes could send back data.
India's space program launched its first Earth satellite in 1975 and put an unmanned probe into orbit around the Moon in 2008. It plans to launch its own manned spaceflight in 2016, though an Indian cosmonaut, Rakesh Sharma, flew aboard a Soviet space mission in 1984.
The U.S. is aiming to build on the success of a series of robots that have roamed the surface of the Red Planet when it launches its own orbiter mission called Maven -- Mars Atmosphere and Volatile Evolution spacecraft -- scheduled to launch on November 18.
The European Space Agency is working with the Russians on an ExoMars rover that is due to start its mission in 2018.
But private companies are also proposing trips to the Red Planet -- and some of them are only one-way.
The Mars One project wants to colonize Earth's neighbor, beginning in 2022 and the Inspire Mars Foundation wants to launch a man and a woman on a 501-day round-trip in 2018 without ever touching down.

The burial, which dates from the Neolithic period, was excavated as a single block so the two ‘lovers’ would not have to be separated.

Dell has become another Microsoft OEM to drop the Windows RT platform as it pulls its XPS 10 tablet from the shelves.
This leaves Microsoft as the only company which is still making tablets running on Windows RT now.
Dell’s official website now lists XPS 10 Tablet, which is a 10 inch tablet running on Qualcomm’s Snapdragon S4 processor, as “unavailable”. It instead recommends users to buy the Latitude 10, another 10-inch tablet but running on Windows 8, thanks to an Intel Atom processor.
The news comes merely days after Microsoft announced the second-generation Surface tablets running on Windows RT and 8.
Still, while another Windows RT tablet is not off the cards completely, hardly anyone is expecting a product running on a failed operating system from a company which has seen a rebirth recently.
Until now, companies like Samsung, ASUS and Lenovo have already said no to the Windows RT long ago and one can’t expect a tablet from them either, probably they’ll return if the Surface 2 becomes an unexpected success.

Pakistan, among the top 5 targets of US National Security Agency, has taken steps to secure its cyber front, said a recently published report by “The News”.
Considering the revelations made by Edward Snowden, it was established that NSA may penetrate into Pakistani cyber space again to steal sensitive data relating to Pakistan, its domestic politics, strategic and economic interests and its nuclear programs, by tapping into computer networks of Internet service providers such as email, video-sharing, voice-over-IPs, chats and social networking websites.
National Telecom & Information Technology Security Board (NTISB) has resultantly framed guidelines/techniques for protecting government business from possible hacking attempts from domestic and foreign threats.
On recommendation of NTISB, Cabinet Division has communicated the guidelines to all ministries, government divisions and departments.
“Recent wave of stealing the sensitive official data by US NSA has raised serious concerns warranting the implementation of all policies and guidelines in true letter and spirit,” the Cabinet Division noted in a letter to all ministries, departments and divisions.
“USA being the leading country in the field of communication and IT is using multiple tools mainly through electronic surveillance, ground and air intelligence platforms like satellites, recording telephonic calls, gathering public pulse through e-mails filtering, radio monitoring, communication leaks, vulnerabilities in IT based networks carrying sensitive data and other sophisticated means, covertly or overtly,” the Cabinet Division noted.
It merits mentioning here that in one of the maps revealed by Edward Snowden, based on the amount of telephone and email communication data collected by NSA, Iran was shown as the primary target, warranting 14 billion reports, followed by Pakistan (13.5 billion), Jordan (12.7 billion), Egypt (7.6 billion) and India (6.3 billion).
Keeping in view the intents of NSA, NTISB framed following guidelines:
  • All government officials and officers must not use private emails (such as Gmail) for exchange of official correspondence
  • Official data should not be stored/ copied on personal computers and laptops and personal USB at any cost
  • Official data should not be stored/ copied on computers with internet connection
  • No official/ classified information should be placed on internet by any means
  • Uploading of sensitive information on social media should be avoided
  • Uploading of videos and photos of official meetings should be avoided
  • Downloading of software from internet should be avoided
  • All government offices are supposed to get internet connections from National Telecommunication Corporation (NTC) as per policy
  • Official personal computers (PCs) having sensitive data must not be provided with internet connection
  • Contents placed on official websites must be properly scrutinised and approved for uploading
  • Internet usage in government departments be regulated and access be provided with limited user privileges
  • Internet computers be isolated and the network security must be ensured and internet provision be controlled by the highest administrative authority in the ministry, division or department.
The Security Board noted that presence of sensitive/ official data on the web had made the government official entities hostage and vulnerable to hostile ingress and sudden access by unknown intelligent IT mafias, suspected hackers as well as individual secret agents.
Misuse of this information fairly acquired from such an advanced information resource through multiple hacking techniques may invariably cause serious threats to national security.
Keeping in view the NSA’s level of deep penetration into computer and communication networks, it is assumed that above mentioned guidelines aren’t enough to safeguard our national interests.
Further hardening of our ISPs, cellular networks, telecom companies and other liaison channels is needed to cent percent protect our national secrets.
Not to mention, Android, iOS, Windows, Mac and devices of various other makes and kinds are all under NSA’s control that can communicate user data to agency’s control room without any hassle.
Definitely, there is a lot more required than just these guidelines

The way we interact with technology has changed drastically over the last few years. Just think of it, what were our perceptions of phones and other gadgets just 10 years ago and what are they now? No doubt that our devices are getting more and more integrated into our lives, and becoming a part of it.
Yet, one tech item which we interact with (daily) remains an outsider.  That is our car.
It is agreeable that nowadays you can monitor the position of your car from anywhere through a GPS – through tracker companies or by deploying your own GPS device into the car — but that’s pretty much about it.
You never know what’s going on the inside, how does your car ‘feel’ or how is it performing.
XGear, the brainchild of a startup called One Step Solutions, is pretty much hoping to solve your the problem.

The product is made all-more interesting by the fact that it’s made by some Pakistani guys and is largely developed in Pakistan too. I had the chance to sit with Mr. Ahmed Khalid, the co-founder and CEO of the company, recently who was kind enough to grant me an email interview.

Until now, chances are that you’ve never heard of One Step Solutions in your life so far.
What is it all about? According to Ahmed, he and his team have tasked themselves with the goal of blending technology seamlessly into your life.
“One Step Solutions has a clear vision of using technology to make lives simpler,” he says. “Our innovative culture enables us to think out of the box to develop remarkable products to make a dent in the universe. Over the past years we have developed some of very innovative products to make a massive impact on people using them in various industries such as an affordable HRM solution which is completely integrated with SAP and SAGE, a specialized document scanning and storage solution, SMS based authentication of FMCG products, and completely revamping the OMR based testing solution to enable people to use ink pens, ball points and even markers of any colour to fill in the tests.”

The XGear

But the main focus here is on cars. And on XGear.
XGear is the company’s solution to bringing this spectacularly useful component of your life, called a car. closer to you. It consists mainly of a hardware dongle which connects to your car’s OBD port (located under the dashboard normally).
After docking the device there, the data from your car is sent regularly to your phone or PC via the XGear application which will be available for iOS, Android and Windows Phone on mobile, and on Windows XP, Vista, 7 and 8 for PC.
“The application will let you view your car usage and trip logs over time. Feedback on your driving style will help you optimize the fuel consumption,” He tells me.
Not only this, but the application will also monitor your speed data, the car condition for you to make use of before service, inform you of your pre-planned events by sending notifications and work towards making your ride eco-friendlier. There will even be a drivers’ social network where you can earn achievements and badges based on your driving. This all data will get stored on the cloud.
But what if you’ve got an aging car? No worries, as most cars come with the OBD port, XGear should work with them. Still for confirmation, the company has already tested the device on vehicles by Toyota, Honda, Suzuki, BMW, Mercedes, Porsche, KIA and Hyundai.
“XGear should work with pretty much every car manufactured after 1996.”
Mr. Ahmed Khalid was also kind enough to give us an exclusive sneak peek into the product:

Note: This unit here is a prototype. The final unit will be 1/4th the size of this particular one and should be able to fit perfectly in just about every car.
But when all is said and covered, the thing which matters most in the end is pricing. We know some great products like the Segway, which failed only because of high pricing. What about the XGear?
“The price point of the XGear would be around PKR 20,000 including the hardware dongle and the software,” Mr. Ahmed said. Mind you, that what you’re getting for that price is the entire package which should last almost as much as the car itself, according to him.
As for the availability, One Step Solutions wants to release their product internationally. The device will hit the markets as soon as the end of this year. Negotiations and dealings with many more partners are currently being made to popularize the XGear further.
And the future? “My hopes with the XGear are high,” said Ahmed.
“In 5 years I see this running in every car. I have done a very optimistic financial modelling, and see Xgear becoming the next big thing.”
Calling it the next big thing right now might seem fairly flattering (even though they’ve won the Green and Sustainable IT award at the P@SHA ICT Awards 2013 and cleared the Startup Pirates program) but then again, everything big starts small. This is the primary rule of business and nature, which we hope will apply here too.
